BERLIN—Before you know it, you’re here. Drive yourself up the ramp of a Dover-Dunkirk ferry, disembark onto E-40 eastbound, and a few hours later, you’ll pass Otto-von-Bismarck-Allee, looking out the window at the thick woods of the majestic Tiergarten. Take a right on Wilhelmstraße, and another on Unter den Linden, and now you’re staring 50 feet up at the magnificent Brandenburg Gate.

It takes more time to drive from New York to Cincinnati than it does to go from England to the heart of Europe, and that’s counting the two-hour ferry ride. Riding by rail through the Chunnel to Berlin’s brand-new Hauptbanhof station, you’ll arrive in the German capital even quicker.

And you will have had almost no idea that you just traveled through four completely separate sovereign nations. It feels about as extraordinary as driving from Oklahoma to Indiana.

Because this isn’t just Europe. This is the United States of Europe.

The History of War

First-time visitors to the Continent often expect much more of a distinction from country to country. After all, these are completely separate nations with their own borders, citizens, laws and governments. More than that, these aren’t new kids on the historical block like Australia or Canada or the States. Each of Europe’s proud states has its own extensive historical root system with its own stately history branching into its own long traditions and ingrained inside its own unique language.

Rubbing these contrasting cultures against each other for the past 22 centuries has kindled more than a little friction—it has ignited more wars than there are decades of European history. The Continent has been blasted and bloodied in wars—some of which lasted for decades—literally dozens of times: England vs. France, Spain vs. England, France vs. Spain, England and France vs. Germany, England and Germany vs. France, Italy vs. Austria, the Netherlands vs. Spain, Germany vs. Sweden, Germany vs. all comers, ad infinitum. The history of Europe and the history of war are virtually indistinguishable.

So, you may expect separation, delineation, reservation. And, of course, much of that remains, particularly in the cultural sphere. But especially since the Berlin Wall fell in 1989, fragmented, wall-building Europe has merged into something much different.

Europe is changing.

Where We’re Going, We Don’t Need Borders

If you are going to Europe, your passport will be stamped a grand total of about once. Once you’re in, you’re in. Driving through the Continent, you may be shocked to see how many of these former borders between nations have become porous—literally.

If you are traveling the Continent by car, you experience a different sensation driving off the ferry in Dunkirk than you did driving on. The difference is perceptible; you are in France now. But what might surprise you is what happens when you cross the border from France to Belgium. Nothing. You experience the same remarkably unremarkable occurrence when you pass from Belgium to the Netherlands—or the Netherlands to Germany—or Germany to Austria.

In fact, you almost certainly will not realize that you have passed into a completely new country until well after the fact. There are no border crossings. No passport checks. No customs. No stopping. In fact, it’s hard to notice any prominent signs—even on major interstate highways like the A-21 and A-40—informing you, “Welkom in Nederland” or “Wilkommen in Deutschland.” There’s more of a distinction driving from state to state in the U.S. than there is crossing the border from country to country here. You just zoom right through.

To travel European highways is to join a homogeneous mix of commercial vehicles, traveling businessmen, family vans, tourist buses and other cars from dozens of different countries crisscrossing borders without even easing off the accelerator. Trucks and vans bear company names in three or four different languages and carry multiple registrations. Passing the familiar white oval bumper stickers of PL for Poland, D for Germany, BE for Belgium, H for Hungary—all in one day—in France is about as remarkable as seeing out-of-state tags in the States.

It’s not so much that you’ve arrived in France as you’ve arrived in Europe.

Currency

Traveling throughout Europe prior to 1990, a Dutchman meeting contacts in Poland, Spain, Italy and elsewhere had to gear down for a number of border crossings to fish out his documentation as he reached across several plastic baggies of petty cash: one each for gilders, lire, marks, assorted francs and other currencies.

Inside today’s pan-European Schengen Zone, not only are those border crossings long gone, so are the baggies.

Currency symbolizes sovereignty. It is one of the main features of a sovereign state. In addition to traveling, one thing you do daily is use money. Whether you’re behind the helm of a gigantic hedge fund or a grocery cart, money is intrinsic to daily life. Currency unifies and identifies a country. And before 2002, you talked in terms of gilders if you’re Dutch, lire if you’re Italian, schillings if you’re Austrian or escudos if you’re Portuguese—each coin of which is imprinted with your culture, your leaders, your history, your identity.

No more. Today, wherever you go in Europe, you talk in euros.

The bill in your hand could be Slovenia or Finland, Greece or Luxembourg—it doesn’t matter; just so long as it’s European. Because, after all, when it comes to the all-important world of money, you’re not so much a Slav or a Finn as you are a European.

Beyond the everyday, real-world impact a united currency has on the average European, it also requires closer cooperation between member states for the sake of the Continent’s economy. “The euro, a symbol of European identity, is one of the strongest tangible symbols of European integration,” the European Commission says, adding that implementation of the single currency was “not only an economic decision; it was also a political commitment by the EU member states to work together.” A united currency also means more cross-border trade, and smoother investment and lending within Europe—less time and money lost in translation.

What a Superstate Looks Like

Not only are the geographic, societal and financial transitions of driving between nation-states comparatively seamless, but whether you speak German, Dutch or French, everyone from the business executive in the queue behind you to the petrol clerk in front is likely to understand. Most Europeans speak three or four languages, another factor that is helping modern Europe solidify.

Although each culture absolutely displays profound individuality—the aspiration of the French, the heartiness of the Swedes, the passion of the Italians, the proficiency of the Germans—Europe’s distinct societies still share core similarities. As a whole, European culture is unified in its values of refinement, sophistication and—thanks to the historic dominance of the Frankish, Romish and Germanic cultures—perceived entitlement to lead the world. The leading nations of Europe also have a different worldview than those across the Atlantic, being less obsessed with things like freedom, democracy, deregulation and excess. The European Union has also been largely unified in its overall opposition to the United States—particularly regarding today’s economic crises—and its desire for a greater world political role for itself.

Further behind the scenes, European countries are already cinched together with tightly bound cross-border trade, business and investment ties, the basis for political union and superstate status. Trade is, after all, how European integration began: first with the European Coal and Steel Community, then the European Economic Community and now the European Union. Whether the name changes or not, the next step is clear: a federal superstate.

But a superstate would require its own citizens, borders, government and law—right? It would need its own constitution, its own citizens, its own president, its own foreign-policy diplomats, superiority to its member states and those member states surrendering their sovereignty—right?

Right.

And that is exactly what has happened. Besides integrated borders, a common currency and tight trade ties, the European Union already has almost all the final remaining instruments of assimilation ready to operate. The Lisbon Treaty:

*Changes the EU’s legal form from a group to an official state
*Outlines the primacy of EU laws over member states’ laws
*Empowers the EU to act as a state separate from and superior to its member states
*Subordinates national parliaments to the superstate
*Institutes its own president to preside while other national leaders come and go
*Creates a de facto foreign ministry to represent Europe to the world.
*Establishes each nation’s citizens as European citizens
*Defines its citizens’ civil rights

The superstate is ALREADY HERE!

When Lisbon zigzags its way around popular opinion and rolls to a very undemocratic ratification by member states, it will become the constitution of Europe. And the Continent will be even less the fractured, warring patchwork of variegated sovereign states it once was, and much more the imperial federal superstate it is about to become—and, in many ways, already is.

Of course, many of the centuries-old heterogeneous distinctions and disparities remain. The differences between a Swede, a Slovene and a German are certainly more pronounced than the differences between an Oklahoman, a New Yorker and an Arizonan. But this centuries-old Continent has already found itself coming together over the most important issues—the essential structural components that can fasten it together as a superstate—and the remaining beams and loose bolts required to lock it into place are spinning tighter right now.

This doesn’t even include the soldering effect religion will have in fusing this continent together for one last crusade. This is not your father’s Europe. This is the new European superstate.
All the pieces are in place for Europe to unify, and some of them have already been welded together. The rest of the machine will be forged in a matter of years, if not months. Today’s Europe is not a union, a confederacy, a coalition or a treaty of sovereign states. It’s one. It’s a resurrected superstate.

The late commentator Herbert Armstrong originally described Europe’s future dead-on in February 1949—it took four words. It is the “United States of Europe.” •

(Own report) - The German government is legalizing the use of "military means" in domestic affairs. As was jointly announced on Monday, Oct. 6 by the Ministries of Justice and the Interior, Berlin's government coalition parties have agreed to amend Article 35 of the German Constitution. According to this agreement, the German Bundeswehr will be allowed to operate on German territory - on land, at sea and in the airspace, in otherwise unspecified "particularly serious cases". This intervention can be carried out under cabinet orders, or - in case of an "emergency" - under the sole orders of the Minister of Defense. This promotes the dissolution of the separation of powers between military, police and intelligence agencies that previously had been urged principally between police and intelligence activities. Just a few days ago, reports disclosed the extent of the cooperation between the Federal Criminal Investigation Agency (BKA), the Federal Police and the domestic and foreign intelligence agencies. The BKA bill, due to be passed soon, is being heavily criticized for its violations of the constitutional separation of powers imperative. A recent publication exposes the current extent of the cooperation between the police and the military. Cooperation and a comprehensive blending of the various branches of Germany's repressive organs, on the domestic and foreign fronts, permit a flexible combat of potential civil disorder around the world.

All Branches of the Military
To legalize military operations inside the country, the German government is preparing to pass an amendment to Article 35 of the German Constitution. This article, which lays the legal groundwork for administrative assistance and aid in times of catastrophe, is to be amended with an additional two paragraphs. According to the bill "if the means at the disposal of the police prove insufficient to ward off threats in particularly serious cases, the federal government can order the armed forces to use military means." The federal government has command authority over the regional state governments. In cases of "imminent danger" the defense minister would be authorized to order a military intervention. According to reports, an "incident" need not have taken place nor be of imminent danger of taking place, merely an "indication" of an attack is sufficient.[1] Evidently there will be no limitation on the "military means." Accordingly all branches of the military under Bundeswehr command can be called into action inside the country. A parliamentary decision to this effect is not necessary.

A Bygone
Berlin is advancing the dissolution of the separation of powers between military, police and foreign intelligence by opening the territory of the Federal Republic of Germany to operations by the German armed forces. Already back in July 2007 Chancellor Merkel explained that the separation between domestic and foreign repression is "a bygone".[2] Other than in the case of the Air Safety Law, whose Bundeswehr paragraph (Art. 14 Para. 3) was annulled two years ago by the Constitutional Court,[3] the competence of police forces has been widened. The most recent example is the BKA Bill, soon to be passed into law. This provides the BKA - which has long since been active abroad - with preventive competence, with which it can "go over onto the turf of the Verfassungsschutz" (political secret police "Protectors of the Constitution"), says the publicist Dieter Schenk in a conversation with german-foreign-policy.com. De facto these wide-ranging rights for a so-called defense against threats, are also a subversion of the sovereignty of the police of the individual federal states.[4] Parliamentarians of the opposition are criticizing that the projected domestic repressive apparatus is in many ways "unconstitutional".[5]

Screened By All Agencies
The foreign espionage service is increasingly being included in this dissolution of the separation of powers between police and intelligence agencies. This has been substantiated in a report on the "Gemeinsame Analyse- und Strategiezentrum illegale Migration" (Joint Analysis and Strategy Center on Illegal Migration - GASIM). That institution, which began functioning two years ago, officially defends against undesired immigrants. In GASIM officials of the federal police and the BKA are cooperating with secret service personnel (Verfassungsschutz and the Federal Intelligence Service - BND).[6] Internal documents as well as statements from insiders indicate the extent to which police work and espionage are blending into one another. According to these sources, information from the BND "is simply passed on to the desks of the police." The police then do research in "their own data banks for information on these persons."[7] It is reported that even on the basis of "vague suspicions, also Germans (...) will be screened by all of the participating agencies." This cooperation also includes operative measures. In reference to the police working together with the spy agencies, a GASIM insider explains that "this means that information is enhanced, investigations prepared, at times even accompanied, and further measures are initiated with other police departments."

Spy Satellites
This insider report on the GASIM reinforces apprehensions that the police-intelligence service cooperation is also violating the separation of powers imperative in the Gemeinsame Terrorismusabwehrzentrum (Joint Terrorism Defense Center - GTAZ) located in Berlin-Treptow.[8] In addition the dividing lines are becoming ambiguous between the work of the BKA, which in the context of the GASIM and the GTAZ, is working officially with the domestic and foreign espionage agencies and the military. In his most recent work, the publicist Dieter Schenk, who has written several critical analyses of the BKA, speaks of a "unification of police-military resources."[9] As Schenk reports, the BKA agreed in June 2005 to cooperate with the Center for the Transformation of the Bundeswehr - to formulate "interdisciplinary coordinated analyses of the causes, characteristics and consequences of threats as well as the possibilities for combating them." This also includes the Bundeswehr's satellite surveillance photography that the BKA would like to use for "threat analyses or police surveillance measures."[10]

Military Functions
Even though this obviously is to be used for domestic repression, the president of the BKA also has his sights on cooperation with the military in regions where Germany is an occupying power. While "using the Bundeswehr's infrastructure, such as its means of communications, protective vests, transportation logistics" [11] police officers could support the Bundeswehr in its functions as an occupying power. In general, "police and military resources must be consciously coordinated in the field of strategic planning." This is similar to what Christian Schmidt, Parliamentary State Secretary in the Defense Ministry, has been demanding. Already several years ago Schmidt alleged that "a cemented division separating domestic from foreign security can no longer be maintained." In the future, according to Schmidt, the police must be prepared "to take on typical military functions in foreign deployment, for example in the Balkans."[12]

Flexible
The dissolution of the separation of powers between the military, police and intelligence services, which is ostentatiously advancing in occupation zones,[13] is having a blowback onto German territory with the BKA-Law and the legalization of military operations in domestic affairs. Now it will also be possible to carry out in Germany what is being done - with hit and miss success - in Southeast Europe and Afghanistan: the flexible fight against various potentials of civil disorder using the respectively adequate measures, ranging from police intervention to heavy artillery on the basis of espionage information.

German-Europe To Become World Power

On the Rise 2008/08/27 www.german-foreign-policy.com DRESDEN/SCHWERIN (Own report) - In the aftermath of the Saxonian NPD Party's local electoral victories, experts are fearing another parliamentary reinforcement of this rightwing extremist party. In the coming twelve months, there will be elections held in each of the NPD's regional strongholds. In Brandenburg, where they are sharing the candidature with their DVU rivals, local elections will be held already in September. In the meantime the NPD has been able to establish a "firm foothold" in several areas and seeks "to slowly take over other regions from these satellites" reports Andreas Speit, an expert on rightwing extremism, in a discussion with german-foreign-policy.com. The party's rise is not least of all due to its successful establishment as a rightwing extremist "collective movement", including violent "Kamaradschaften". The NPD's electoral victories are reinforcing racism and anti-Semitism in German society, as well as great-power fantasies, strengthening the view that Germany should be a world power, in rivalry with the United States. The NPD calls for "Europe" with "Germany as its focal point" becoming "an effective political and economic counter-balance to the USA". Voter Base Experts have been apprehensive that rightwing extremists could have more electoral successes this and the coming year, subsequent to the NPD's entry into each of Saxony's county councils through local elections at the beginning of June. In Saxony the NPD was able to extend its structures and have - for the first time - candidates statewide, which enhanced their electoral results from 1.3% in 2004 to 5.1%. In some areas they even surpassed the SPD and got up to 25% of the votes cast. According to opinion polls, they are expected to reach around nine percent in the 2009 state elections and again be represented in the state parliament. Similar prognoses have been made known for the state of Mecklenburg - West Pomerania. Hubertus Buchstein a political scientist based in Greifswald (Mecklenburg - West Pomerania) estimates the NPD's base of traditional voters in that region to be "over five percent" of the population.[1] Besides Mecklenburg - West Pomerania, local elections will also be held in Thuringia, in Saxony-Anhalt and in Saarland in 2009. In Saarland the NPD got more than 4% in the last elections. The influence of a strong rightwing extremist scene is being felt in Thuringia and Saxony-Anhalt. The same holds true for Brandenburg, where local elections are scheduled already for September. Because the NPD, until now, has only been able to create its own structures in but one sector of Brandenburg, it has to give up some candidatures to the rightwing extremist DVU, which is already represented in the state parliament. Growing Acceptance As Andreas Speit, an expert on rightwing extremism, described in a discussion with german-foreign-policy.com, the NPD has been able to consolidate itself in several regions of the country over the past few years. The party is not only much more active in local politics than before, it "packages its ideology in a terminology, that speaks to anxieties and fears in the population" says Speit.[2] The party is also benefiting from the rightwing sentiment that, according to opinion polls, has been growing over the past few years. In its regional strongholds, the NPD has been able to considerably broaden its representation ranging from its presence in sports clubs Parent's Associations, in youth clubs and even their own medium and small business structures. Observers in Mecklenburg-West Pomerania are worried that the "civic strategy" is working. "The acceptance of an extremely rightwing content is growing steadily in the population."[3] Collective Party Simultaneously the NPD has been able to establish itself, to a growing extent, as a collective rightwing extremist party. It exerts "particularly over the past few years, a gravitational force on the entire extremist rightwing milieu" observes Speit.[4] This allows the NPD to consolidate within its party structures not only the numerous violence-prone neo-Nazis organized in local and regional "Kamaradschaften." It is attracting "even individuals from rightwing extremist intellectual milieus," says Speit. These are particularly active in state legislative parliamentary groups and their entourage. In fact, with the help of government finances to state parliamentary groups, the NPD has been able to gather a large number of academic trained rightwing extremists for its intellectualization efforts. It has had success so far in modulating conflicts between various tendencies and avoiding escalation of internal conflicts - an important prerequisite for success. It was because of such conflicts, among other things, that the NPD lost its newly won parliamentary influence at the beginning of the 1970s. Violence The NPD's political affinity to neo-Nazi violence, which has been consolidated through its cooperation with the Kamaradschaften, is not merely symbolized by several parliamentarians and parliamentary assistants with police records for assault and battery. Michael Andrejewski, NPD member of the Mecklenburg-West Pomerania state parliament, was responsible for the "Action 'Rostock stays German'" flyer in 1992, that called for "resistance" against an alleged "flood of aliens". The flyer was distributed in the summer of 1992, a prelude to the Rostock pogrom, during which a hostel was set afire, endangering more than 100 residents, who were barely able to escape the flames in time. Today Andrejewski is doing social counseling in eastern West-Pomerania.[5] The politically necessary verbal dissociation from rightwing extremist violence is generally on hand if needed. During a debate of the pogrom-like assaults on Turkish fast-food stands in the Saxonian capital Dresden, following the German victory over Turkey in the semi-finals of the European Soccer Cup, Juergen W. Gansel, an NPD MP in the state parliament, complained that the Saxonian Economic Minister paid visits of solidarity to the victims. Gansel demands that the state government not become "the fools of the aliens."[6] European Focal Point With the reinforcement of the NPD, not only racism and anti-Semitism is gaining influence in the society, great-power fantasies, seeing Germany as a world power in rivalry with the United States, are also being conceptualized. "Europe" must become "an effective political and economic counter-balance to the USA" is the perspective formulated in the party's "Europe Program". This concept sees Germany in a "special role", "as the European focal point."[7] The NPD demands that in the "political reorganization" of the continent, there must be "a ban on interventions for all those powers alien to the region." The keyword was coined by Carl Schmitt, an expert in governmental and constitutional law, the Third Reich's "crown jurist" and described as the "intellectual quartermaster" of German fascism, who today is again being extolled by establishment circles outside those of rightwing extremists.[8] The NPD, in its old anti-Semitic tradition, defines Israel and the USA as "powers alien to the region," but above all US-American influence is to be repelled from Europe. "School of the Nation" To "meet the challenges posed by the claims of other continental powers," the NPD calls for the dissolution of the EU and the founding of a loose "European federation", to be enhanced by an "European defense pact," a war alliance, militarily supportive of the rivalry with the USA. As always in German history, the military is of prime importance in these great power fantasies. The NPD demands that the "National German Armed Forces," "in the function of a 'school of the nation,' mold the oncoming generations and teach them the values of an new ethnic order of sovereign national states."[9] The world power ideology loaded with anti-Semitism and racism, makes this party into a highly aggressive potential, even for abroad, whose further development can be observed over the next 12 months in its electoral returns.[10] Please read our Interview with Andreas Speit and our review of the book Neo-Nazis in Pinstripes by Andreas Speit and Andrea Röpke.
